County rescinds OK for Concan development due to deadline miss

Uvalde County Commissioners on Monday rescinded approval of an application for a public improvement district for The Cottages at Frio Canyon, a proposed development. Commissioners cited subdivision rules and regulations, which require a final plat approval within 180 days of the submission of the preliminary plat.

Developers planned to construct a 126-unit, 28-acre family vacation community located off Highway 127 just east of Concan. Original plans included roadway, water and septic improvements and installation of a public pool.

In addition to missing the 180-day deadline, Uvalde County Judge Bill Mitchell said developers previously indicated the county would not have any financial liability in the project, while the county’s financial advisors noted the county could face a financial risk should the project fail.

The last action taken on The Cottages at Frio Canyon came after a May 8, 2017, meeting, when commissioners approved a 40-foot right of way variance.

“Since that time no plans have been submitted to the court related to such things as a water supply, sewer/septic system or ownership of the questionable swimming pool,” Mitchell said.
